SUMMARY:

Plans, manages, recommends and implements safety and staff development programs for multiple locations within a defined area. Establishes and promotes the maintenance of a safe, healthy and accident-free work environment by performing the following duties personally or through subordinates or other base employees.

JOB DESCRIPTION

Coordinates with the Corporate HS&E Department and local management in the development and implementation of Signatures HS&E programs to increase proficiency in safe practices and promote a proactive safety culture.
Manage Signature Safety Policies and Procedures (SSPs) and other Health, Safety and Environmental (HS&E) systems approved by senior management. Ensure implementation by all Signature operations in compliance with local, state and federal rules and regulations. Prepare local safety policies and procedures for Base senior management approval.
Ensure proper communication of these company systems to assigned locations.
Conduct on-site inspections and audits of base operation, facilities, equipment, materials and training to further develop, recommend and/or implement policies and procedures. Ensure compliance with applicable regulations, HS&E programs and internal policies including the FAAs Anti-Drug and Alcohol Programs.
Lead investigation of accidents, injuries and near misses and cooperates in the preparation of material and evidence for use in hearings, lawsuits and insurance investigations. Will determine root causes and recommend corrective action. Ensure approved corrective actions are communicated to base employees to ensure safe operation practices.
Oversee the compilation and submission of base accident reports required by regulatory agencies.
Perform graphical and numerical analysis of accidents, injuries and near misses to determine trends. Provide recommendations to base senior management in an effort to reverse negative trends.
Conduct HS&E inspections and audits. Prepare reports and communicate unsafe findings to appropriate authorities addressing root causes and determining corrective action.
Participate in audits and inspections performed by Corporate or outside personnel.
Support fuel quality control duties as required or deemed appropriate by base senior management.
Coordinates required employee training with base management to ensure compliance with State: and Federal regulations in addition to Signatures training requirements and company recordkeeping requirements.
Communicate and provide base senior management approved audit and inspection responses submitted to Corporate or outside personnel. Follow up on all corrections to ensure appropriate action has been taken.
Assist Corporate HS&E Department in reviewing equipment and material purchasing plans for compliance with applicable HS&E rules, regulations and practices. Determine necessary changes to facilitate a safe work environment.
Conduct needs analysis by conferring with managers and supervisors to determine training needs.
Establish and manage action plan(s) to address HS&E issues. Communicate the action plan to base management, Regional Vice Presidents and Corporate HS&E Department.
Coordinate administration of the Workers Compensation Program with assigned locations, to include working with the insurance carrier to reduce employee lost time.
Provide Corporate HS&E Department, Regional Vice Presidents and General Managers with verbal and written reports describing obstacles, achievements and recommended actions within the HS&E programs.


Bachelor of Science Degree (B.S.) from a four-year college or university preferably in industrial safety engineering, environmental studies or related field plus three to five years experience or equivalent combination of education and experience.
Trucking Operations experience preferred. As a condition of employment and employment development plan, this position will require a third party DOT Certification for Trucking and Hauling Operations.
Aviation experience preferred.
Excellent oral and written communication, interpersonal, reasoning and problem solving skills.
Must be proficient with Microsoft Windows, Microsoft Office Suite (Outlook, Excel, Powerpoint) and other general computer applications.
Must have the flexibility to work extended hours when necessary.
Knowledge of federal and state OSHA and EPA regulations.
Occupational Health/Safety and/or accredited professional certification(s) preferred.
Must maintain a valid Drivers License.
